The Matter Name is used to create folders and pages in various Office365 Applications, so once the Matter has been created, the name cannot be changed. 

If it is a new Matter and you haven’t done a lot to it (in Planner, Teams, etc.), you have the option to delete and re-open the Matter with the correct Name.
